Nadeem Muhammad has been sentenced to 18 years, after explosives experts said the device was ‘crude but potentially viable’.
Judge Patrick Field QC said: ‘There is simply an absence of evidence here of motivation and I am therefore not in a position to be sure that you were pursuing a terrorist purpose, therefore I cannot conclude this was an offence with a terrorist connection’.
Russ Jackson, assistant chief constable for the north-west counter-terrorism unit said:
‘We cannot be certain what risk this device presented and may never know Muhammad’s intentions unless he decides to tell us’.
